The market
Illinois moved to a graduated tax that climbs as high as 40% on the largest operators, one of the most aggressive structures in the country. The market is large and active, but since a per-wager tax was added in July 2025 several books have passed the cost on through per-bet fees or higher minimum stakes. Worth watching as operators adjust.
What this means for matched betting
The graduated tax bites hardest on the biggest books, which are the same ones that usually run the biggest offers. Watch for the largest operators trimming back while smaller books hold theirs, because that gap is where the value sits. Ten operators still gives you plenty of pricing to hedge against.
